Certificate Attestation

Norka Roots is the single agency authorized by the Government of India to undertake attestation of educational certificates as per the guidelines of the Ministry of Human Resources Development (MHRD). For the sake of convenience of the people of Kerala at large, this has been done through three Certificate Authentication Centres functioning at Thiruvananthapuram, Ernakulam and Kozhikode. At present, Norka Roots submits certificates to the Embassies of UAE, Saudi Arabia, Kuwait, Bahrain and Qatar for attestation. With India’s accession to the Hague Convention of October 5, 1961 abolishing the requirement of legalization of foreign public documents, Government of India, Ministry of External Affairs at CPV Division, Patiala House started issuing Apostilles with effect from 29th August 2007. Apostille stickers will be issued on the personal documents like birth, death, affidavits, power of attorneys, marriage etc and educational documents like degree, diplomas, matriculation and secondary level certificates. However, commercial documents are excluded from the purview of the convention. Now, Norka is providing Home Attestation through the 3 centres of Norka Roots.

Currently, Norka Roots carries out three types of attestation:
 

a. Certificate Attestation,
b. Apostille Attestation, and
c. Home Attestation.
 

I. Certificate Attestation

What are the required documents?
 

Original passport to be produced at the attestation spot/ If the Applicant is abroad at the time of attestation, Copy of photo page, address page & page showing validity of passport and valid visa should be produced.
 

  1. Recent passport size photograph (2 nos)
  2. Copy of photo page, address page & page showing validity of passport
  3. Original & copy of 10th or SSLC certificate is mandatory
  4. Original & copy of Semester year wise mark list (Including improvement & supplementary) of all certificates.
  5. Original & copy of all certificates, which is to be attested


What is the process?
 

  1. Application forms are available in the NORKA Roots regional centers.
  2. Certificates will be initially authenticated at these centers.
  3. The certificates are then forwarded for Embassy attestation.
  4. Norka Roots submits certificates to the Embassies of UAE, Saudi Arabia, Kuwait, Bahrain and Qatar for attestation.
  5. Application form can be obtained free of cost from the CACs on production of passport copy of the certificate holder.
  6. Attestations are usually done on week days Monday to Friday from 10am to 2.30 pm.
     

To be noted
 

  • Consolidated mark list or transcripts will not be attested
  • Only certificates issued by educational institutes in Kerala will be attested.
  • Provisional certificates will be attested only within six months from the date of issue
  • Provisional NTC certificates have a time of two years from the date of issue.
  • Candidates having only SSLC as their educational qualification should produce a certificate in prescribed format from the head of the academic institution.
  • Medical, nursing, dental & pharmaceutical candidates should produce their registration certificate.
  • Cash will not be accepted at the Regional Centres of NORKA-ROOTS in Thiruvananthapuram, Ernakulam, and Kozhikode with effect from 01/10/2023. The public can pay their fees via Card or Google Pay

II. Apostille Attestation
 

  1. Besides the certificates prescribed by the HRD/MEA, NORKA Roots will also offer support in getting apostille attestation.
  2. All documents requiring apostille attestation should be first authenticated by the designated agencies in the state from where the document has been issued.
  3. In case of personal documents, home department is the designated authority in Kerala.
  4. All educational documents should first be authenticated at the regional centres of NORKA-ROOTS.
  5. Once authenticated, certificates can be submitted in the regional centres of NORKA-ROOTS

III. Home Attestation

Attestation/ Legalization of Non-Educational Documents– Home Department

Attestation/ Legalization of documents for Home Department attestation is being facilitated through offices of Norka-Roots. Migrants and prospective jobseekers can facilitate attestation of their non-educational certificates through the offices of Norka-Roots as per the guidelines of Home Department, Government of Kerala.

  1. Duly filled up application form affixing 10 rupee court fee stamp (Download form)
  2. Copy of the certificate to be attested
  3. Copy of the passport of the certificate holder (Additional copy of the passport of the certificate holder need to be submitted for Embassy attestation)
  4. Copy of ID proof of the applicant (If the applicant is the authorized person other than the certificate holder)

What is the process?
 

  1. Register online through the website of NORKA-ROOTS.
  2. Online printouts of the registration along with prescribed application form of Home attestation are to be submitted in the offices of NORKA-ROOTS.
  3. The application form along with original certificate forwarded to Home Department for attestation
  4. The Home authenticated certificates are then forwarded for MEA/Embassy attestation (UAE/KSA/Qatar, Kuwait/Bahrain/ & Apostille stamping)
  5. Attested documents can be collected from the concerned NORKA District cells/by speed post (on payment)


To be noted for MEA/Apostille/Embassy attestation
 

  • Additional copy of the passport and certificate need to be enclosed along with the Registration form
  • In connection with the attestation of the certificate of minors (Eg. Birth, T.C, etc.)- Parents passport needs to be submitted.
  • In connection with attestation of death certificate, apart from the passport copy of the deceased, copy of the passport of the legal heirs need to be submitted
  • Handwritten certificates are not attested by UAE embassy.

* What are the certification attestation procedures?
Upon uploading photos and other information through the certificate attestation link on the web portal of Norka Roots (www.norkaroots.org), with its printout, copies and originals of certificates such as mark lists and passports can be attested from respective attestation centers. The date and time for verification will be given on the printout. Apart from the holder of the certificate, those who arrive with an Election Identity card, Authorization letter, or Ration Card can also apply for the attestation of certificates: (a) Parents of the certificate holder (b) Siblings of the certificate holder (c) Spouse of the certificate holder (d) Any person with authorization letter
* What are the required documents?
1. Passport with validity for at least six months. 2. Passport size photograph with a white background. 3. Medical certificate from the GCC Approved Medical Centres Association test centre in India (GAMCA). 4. Police Clearance Certificate from the Passport Office. 5. Original copy of the visa. 6. Fees and Service Charges: Rs 9,314 (Visa Processing Fee: Rs 8,600 + Service Charge: Rs 708, inclusive of GST).
* What are the guidelines related to certificate attestation?
• Only certificates issued by various Universities/ Boards/ Councils within Kerala will be certified. (Certificates issued by various agencies and private institutions outside the state are not certified by NORKA CACs.) • Originals of all mark lists/ consolidated mark lists should be produced. • Provisional certificates will be certified within six months from the date of issue. (Provisional NTC certificates issued within two years from the date of issue will be certified.) • Applicants having only educational qualification SSLC should produce the certificate in the prescribed format from the head of the institution/ school. • Applicants with medical/ nursing/ dental/ pharmacy/ paramedical qualifications should produce their respective council registration certificate.
* Which certificates require attestation?
The attestation officers shall attest the following certificates subject to the terms and conditions: • All certificates issued by various universities in Kerala. • Central/State Government approved courses conducted through private institutions approved by the Central/State Government. [Norka Roots Internal Committee will verify the accreditation of the courses prior to attestation.] • Certificates issued by the Joint Controller of Technical Examinations on behalf of the State Board of Technical Examinations. • Certificates issued by the Secretary of the Kerala Board of Public Examinations like (a) SSLC (b) Typewriting (lower/higher) certificates (c) Shorthand (lower/higher) certificates (d) TTC certificates and other similar certificates. • Certificates issued by the Chairman of the Examination Board for the Directorate of Medical Examinations (D. Pharm., DMLT, DMRT, etc.). • To attest the DNB certificates issued by the National Board of Examinations, applicants must complete the course in any medical college in Kerala and need to add this as an additional qualification to their medical council registration certificate. • To attest the NIOS certificates, applicants must be registered in any NIOS regional center in Kerala and should have written the examination in any examination center in Kerala. • Certificates issued by KNC, i.e., GNM, ANM certificates. • NCVT/SCVT certificates. • Equivalency certificate issued by the Kerala State Literacy Mission for the 10th standard. • HDC/JDC certificates. • CBSE/ICSE Certificates (The concerned school should be under the jurisdiction of the Kerala Government)."
* What are the certificates that will be attested only after verification?
• Recognized course certificates certified by Central/ State Government-recognized private institutions. • Medical diploma certificates such as MS, MD, M.Ch, MD (DGO, DLO, DA), etc., not included as additional qualifications in the Medical Council Registration Certificate. • M.Phil/PhD certificates. • Certificates from institutions like NIT, IGNOU, IISER, etc. (registered at centers in Kerala). • Certificates considered for mandatory attestations.
* Which are the certificates not considered for attestation?
• Certificates issued by various private institutions • Various registration certificates • Mark lists (other than those of students seeking admission in various foreign universities/ institutions) • Rank certificates • Set/ Net Certificates • Internship certificates • Equivalence/ Migration Certificates • Apprenticeship certificates • Training certificates • Certificates advised by the Government/ NORKA from time to time.
* Service charge/fee charged for each certificate?
• State Government Attestation Fee - 75 Rs. • UAE Embassy Attestation Fee – 4,475 Rs. • Qatar Embassy Attestation Fee – Rs 3,816 • Bahrain Embassy Attestation Fee – Rs 3416 • Kuwait Embassy Attestation Fee – Rs 3,116 each • Saudi Embassy Attestation Fee – Rs 3,500 each The service charge of Norka Roots is Rs. 708 (including GST). In addition to this, Rs. 250 and tax for each additional embassy attestation are levied. The attestation fees are changed from time to time as determined by the embassy.
* What are the documents to be submitted for Saudi Embassy Attestation Service?
• Original HRD authenticated certificate & copy Final year marklist Affidavit (Click here for format) Copy of PAN/ Aadhar Card • Copy of passport. • Saudi MOFA attested Employment letter • Copy of Visa Along with this, NORKA service charge of Rs.708 (inclusive of GST), HRD attestation fee of Rs.75 per certificate and inspection fee of respective universities are to be paid.
* Is Kuwait Visa Stamping available through Norka Roots?
Kuwait Visa Stamping Service is available through Norka Roots. Norka Roots is one of the agencies authorized by Kuwait Embassy in New Delhi for stamping Kuwait visa.
* What is Apostille Attestation?
Apostille attestation facilities are available for emigration to more than 106 countries, which are members of the Hague Convention, for attestation of certificates of birth, death, marriage, etc., as well as for documents like affidavits, Mukhtar documents, and educational documents such as degrees, diplomas, matriculation certificates, and secondary certificates. However, commercial documents are not eligible for apostille attestation
* What are the procedures?
The authorized authority for the attestation of personal records is the State Home Department. Whereas education documents are to be certified by Norka Roots Certificate Authentication Centers (CACs). Documents thus certified can be submitted to the Regional Centers of Norka for Apostille Attestation.
* What is the service charge for Norka Apostille Attestation?
Normal service charge – Rs. 708 (inclusive of GST) and Rs. 50 in cash for each Apostille sticker/attestation.
