Pravasi Legal Aid Cell
The Pravasi Legal Aid Cell was established to assist those Non-Resident Keralites (NRKs) who require legal assistance in their host countries. The innocent Keralites imprisoned abroad for no fault of their own, for non-cognizable and non-bailable offenses resulting in imprisonment, alone will come under the purview of the Pravasi Legal Aid Cell. In addition to the existing legal consultants, the appointment of legal firms in 6 GCC countries and the appointment of a Norka Legal Consultant in Malaysia during the Financial Year 2023-24 are under the consideration of the Government.
Objectives
Many Keralites lack awareness of relevant laws, procedures, culture, and languages in their destination countries, leaving them vulnerable to exploitation by unscrupulous middlemen and overseas employers. This often results in illegal migration or overstaying work visas. Without legal assistance, these individuals may face imprisonment and various abuses. Hence, the Pravasi Legal Aid Cell aims to support NRKs in need of legal aid, especially those unjustly imprisoned abroad. The Pravasi Legal Aid Cell scheme offers legal advice, assistance with mercy petitions, organizes legal awareness programs in collaboration with Malayali cultural organizations, and provides expert translation services in various languages.
Eligibility
- Applicants must be in abroad on employment or visiting visas.
- The assistance does not cover issues such as diya money, confiscation, financial obligations, or court-awarded penalties in foreign countries.
Terms of the Scheme
- Expatriates eligible for assistance must be Keralites imprisoned or facing legal challenges abroad through no fault of their own, for non-cognizable and non-bailable offenses.
- Applicants should have spent at least one year abroad for employment. Copies of relevant documents should be submitted to Norka Roots via postal mail or email, with translations in Arabic if necessary.
- Embassies or Recognized Associations may be contacted for assistance in identifying applicants and understanding their status.
