NORKA Department Project for Returned Emigrants (NDPREM) is a scheme implemented by the Government to facilitate self-employment opportunities in the State for expatriates returning to Kerala. Under this scheme, banks participating in the programme provide loans in various sectors such as agriculture, fisheries, animal husbandry, commerce, small-scale industry, service sector, construction sector, and business. Entrepreneurs can avail 15% capital subsidy and a 3% interest subsidy for the first 4 years for projects up to 30 lakhs to establish new enterprises. Basic training, assistance in preparing project documents, and support in securing loans through CMD, a government agency, are provided to entrepreneurs. As part of the expansion of the expatriate rehabilitation scheme, loan availability has been extended through MoUs with 19 financial institutions. After selecting any of these financial institutions, the application submitted by the beneficiary is recommended and sent to the financial institution and the financial institutions approve the loan after checking its feasibility.

NDPREM is a rehabilitation scheme implemented by the Government of Kerala through NORKA ROOTS with the aim of providing an opportunity for returning expatriates to start self-employment or business ventures in Kerala.

The aim of the project is to find self-employment for the returnees and settle them. In this way, the expatriates become self-sufficient and also get the opportunity to participate in the development of the State. Under the scheme, non-residents can apply for bank loans ranging from Rs 1 lakh to Rs 30 lakh through Norka Roots to find self-employment or start small enterprises. The project is being implemented through 19 financial institutions in agreement with Norka Roots in the state. * Who can apply for the scheme?
Those who have returned after working abroad for at least two years can apply. Additionally, non-resident associations, companies formed by non-residents, and societies are eligible to apply through the NDPREM scheme.
* How to Apply for NDPREM Scheme?
The scheme can only be applied online. For this, you can visit Norka Roots website www.norkaroots.org and select the NDPREM tab in the SCHEMES section and click the Apply Now" button to register. The project intended to be started, the amount required for the project and the details of the financial institution taking the loan (acceptable from any of the 19 financial institutions under agreement with NORKA) should be mentioned in the registration.

* What are the procedures to get the recommendation letter from Norka Roots?
After registration, download the application form from the website, affix a photograph, and include copies of the address page (first & last) of the passport, two years' job visa page, entry and visa-cancelled page. Send the documents by post to the Norka Head Office (The Chief Executive Officer, Norka Roots, Thycaud P.O., Thiruvananthapuram- 695 014) or submit them directly to the respective District offices. * What are the conditions for receiving the subsidy?
The capital subsidy will be credited to the beneficiary's account as soon as the concerned financial institution certifies that the venture has been operating continuously for 3 years. Additionally, a 3% interest subsidy will be available for the first four years for beneficiaries who repay the loan without default. Interest subsidy claims may be made quarterly or half-yearly.

NORKA ROOTS provides free services, including expert advice on the entrepreneurial sector to be started, training required for the project, and the project report needed for the bank through the Center for Management Development.

* How many people have been sanctioned loans through the NDPREM scheme during the period 2013-2023?
More than 6600 enterprises have been started in Kerala, with over 100 crores sanctioned towards subsidies. As a result, more than 400 crores of capital investment has been attracted to the state. In the 2022-23 financial year, 1200 non-resident enterprises were realised in Kerala under the plan. The service is available through about six thousand branches of banking and financial institutions as part of this project.
