Emergency Repatriation Fund/ NORKA Assisted Body Repatriation Scheme
The Norka Emergency Repatriation Fund is a scheme aimed at assisting and repatriating distressed Non-Resident Keralites (NRKs) from abroad, particularly during emergency situations in foreign countries. As part of this initiative, a sub-scheme called the NORKA Assisted Body Repatriation Scheme has been introduced. This sub-scheme focuses on repatriating the mortal remains of deceased NRKs from abroad and other states in India to Kerala, covering both distressed persons and the transportation of mortal remains.
Relatives or friends of the deceased NRKs can directly apply for assistance under this scheme.
Cargo payments made for the repatriation of mortal remains are reimbursed to airline operators within and outside India, cargo companies, recognized associations in the Gulf Region, and NRKs with prior permission. Reimbursement is also extended to relatives or legal heirs of the deceased NRK.
A) Reimbursement of expenses for Mortal Remains to legal heirs outside India is processed upon submission of the following documents:
• Copies of Passport
• Death Certificate
• Post Mortem report
• Embalming
• No Objection certificate (if required)
• Power of Attorney
• Legal heirship or Relationship Certificate
• Original Cargo bills
B) Reimbursement of expenses for Mortal Remains to legal heirs inside India is facilitated upon submission of the following documents:
• Resident Address Proof
• Death Certificate
• Post Mortem report
• Embalming
• Power of Attorney
• Legal heirship or Relationship Certificate
• Original bills (Ambulance/Cargo).

Applications can be submitted online. Each application should include a passport-sized photograph of the applicant and the deceased, along with self-attested copies of all the aforementioned documents. Original documents should be produced if required for verification.
